Build vs Buy AI for Universities: A CIO and Registrar's Decision Guide

Should an Indian university build its own AI for admissions and exams, or buy an integrated platform? A clear-eyed TCO, capability, and risk framework for CIOs and registrars.

Every university CIO I have spoken to in the last twelve months has fielded the same question from their vice-chancellor: "Why don't we just build our own AI? We have a CSE department. They can do it."

It is a fair instinct. Indian universities have always built more than they bought. The SIS, the ERP, the website, often the LMS, frequently the exam software, all in-house, often by the same small IT team that also runs the network and patches the printers. The instinct extends naturally to AI.

And it is, for almost every Indian university in 2026, the wrong instinct. Not because the CSE department is not capable. Because the build-vs-buy frame is hiding a more important question: what should the university own forever, and what is a vendor problem?

This guide is the decision framework we walk CIOs and registrars through. It is opinionated. It is also informed by watching three "let's build our own ChatGPT" pilots quietly close inside the last year.

The Build Trap: Why "Let Our CSE Department Do It" Falls Apart

A small in-house team can absolutely fine-tune an open-source model on your syllabus and produce a working chatbot demo in a quarter. The demo is not the system. The system is the next five years of:

Model drift. A model trained in 2026 needs to be re-evaluated as new model families release, as your syllabus updates, as the exam pattern shifts. That is a continuous workload, not a one-time build.

Evaluation infrastructure. How do you know the model is still accurate? You need a held-out evaluation set per use case, automated regression tests, and a human review process. Most in-house pilots have no evaluation layer at all.

Operational scaffolding. Voice infrastructure with sub-500 ms latency. WhatsApp Business API onboarding. DigiLocker integration. APAAR signed-document handling. Each of these is a project. Stacked, they are a department.

Compliance hardening. DPDPA-grade consent, retention, audit logs, breach notification workflows, and parental consent for minors. None of this is "AI work." All of it is required if AI handles student data.

After 18 months, the in-house team is maintaining a system, not building one. And the salary cost has crossed what a commercial deployment would have cost outright.

The Buy Trap: Why "Get the ChatGPT Enterprise Licence" Also Fails

The mirror-image mistake is buying a general-purpose AI tool and pointing it at the registrar's office. ChatGPT Enterprise, Microsoft Copilot, Google Gemini for Workspace, these are excellent general productivity tools and bad systems of record.

They are not grounded in your SOPs. They cannot fetch from DigiLocker. They do not understand your exam rubric. They were not built to track per-student mastery against your syllabus. Asking them to "be the admission system" is asking a Swiss Army knife to be a kitchen.

A Five-Question Vendor Test

Use these five questions to evaluate any AI-for-education vendor your team is considering.

1. Where does student data live, and who has access to it? The answer should be "in a tenant we control, with audit logs you can read." If the answer involves student conversations being used to train a public foundation model, walk away.

2. What integrations are production-grade, not "on the roadmap"? Specifically: DigiLocker, APAAR, your SIS (Samarth, Linways, MasterSoft, EduSys, in-house), WhatsApp Business API, the exam software you run. Demos do not count.

3. Where is the human in the loop? For each module, name the officer, evaluator, counsellor, or mentor who has final authority. If the vendor cannot answer this cleanly, the product is not ready for an Indian university.

4. What does the audit trail look like for the DPB? Under the DPDP Act, the Data Protection Board can ask for evidence. Ask the vendor to show you a sample audit export. If they fumble, they have not been audited yet.

5. What is the on-prem or sovereign-cloud option? Some universities cannot move student data into hyperscaler regions outside India. Confirm the vendor can deploy into your private cloud or your VPC if needed.

The TCO Reality

The total cost of ownership conversation is where most procurement teams get stuck. An honest comparison looks like this.

Build in-house. Two ML engineers at ₹25 lakh each, one platform engineer, one product lead, one full-time compliance lead, plus GPU spend and third-party APIs. Year 1: roughly ₹1.6-2.2 crore, conservatively. Year 2 and beyond: ₹1.4 crore steady-state. Risk: the team can leave; institutional knowledge walks with them.

Buy generic. ChatGPT Enterprise or equivalent at ₹2,500-3,500 per user per month, multiplied by faculty and staff seats. Risk: not grounded, not integrated, not auditable for DPB.

Buy purpose-built. Module-grade AI for education typically lands in the ₹40-90 lakh per module per year range for a 12,000-15,000 student university, all-inclusive of integrations, support, and compliance scaffolding. Risk: vendor stability — choose one with a clear roadmap and a long-term commitment to Indian higher education.

For most state universities and private institutions in the 5,000-25,000 student band, purpose-built lands cheaper than build-in-house once you cost in the engineering team you would actually need to ship it.

When Build Is Actually the Right Answer

Build is the right answer in three narrow cases.

One, you are an Institution of Eminence with a funded AI research lab and the institutional capacity to maintain a production AI system as a research output, not a side project.

Two, your use case is so specific to your institution's pedagogy that no vendor has a credible product, and the case is academically central enough to justify the spend.

Three, you are building research artefacts that you intend to publish or commercialise. The product is the point, not the side effect.

For everyone else, build is a romantic answer to a procurement question.

The Honest Recommendation

Own your data, your syllabus, your rubrics, your SOPs, and your final decisions. Buy the model layer, the integrations, the compliance scaffolding, and the day-2 operations from a vendor whose business it is. Pick a vendor that integrates rather than replaces.
